MFPL Building Committee

The MFPL's Building Committee is an independent committee whose mission is to accomplish the renovation and expansion of the Library.

MFPL Building Committee Members

  • Francis Gordon, Chair--Former Director Auxiliary Services, University of Massachusetts Dartmouth, (Co-PM)
  • Robert Cattley, PE--Project Manager (PM), Civil Engineer
  • Robert Atkinson--Library Trustee
  • Elizabeth Theriault--Library Trustee, Ex-Librarian
  • Robert Rogers--Former Planning Board Chairman
  • David McIntyre, Jr.--Businessman, Building Trade
  • Seth Mendell--Pres. Mattapoisett Historical Society
  • Carmelo Nicolosi--Civil Engineer
  • Claudia Richards--Local Attorney
  • Marianne DeCosta--Library Trustee Chairman
  • Robert Walter--Secretary, Library Trustee

MFPL Building Committee Charge

The Building Committee is charged with the following tasks:

  1. Fulfill requirements of the MFPL's Building Program.
    1. Review document and formulate necessary requests for proposals (RFPs).
    2. Conduct bidding process for RFPs as required.
    3. Select design architect & seek Town approval.
    4. Select Review Consultant & seek Town approval.
    5. Select final design architect & seek Town approval.
  2. Meet with Committee and architect for regular review to give input and make necessary revisions.
  3. Attend conferences to keep abreast of current requirements in Americans with Disabilities Act (ADA), construction finance procedures, etc.
  4. Assure proper compliance with Mass. General Laws and sign grant applications.
  5. Recommend final design and construction drawings to the proper authorities.
  6. Attend weekly site meetings during construction process.
  7. Approve and sign payment warrants and change orders.
  8. Assist Trustees in presenting project to the Town.
  9. Coordinate with architect and contractor completion of final punch list prior to final payment.
  10. Disband committee after acceptance of project by Trustees and Town.
